Top leader attends ceremony announcing establishment of Quang Ninh city

Party General Secretary and State President To Lam attended a ceremony on August 28 to declare Quang Ninh a centrally governed city. During the event, To Lam presented the first-class Labor Order to the Party, authorities, and people of the region. He emphasized Quang Ninh's significant role in Vietnam's history of national construction and defense.

The leader stressed that the establishment of Quang Ninh city marks a qualitative transformation, highlighting the need for a modernized government, greener economy, integrated infrastructure, valued culture, and improved lives. To achieve this vision, To Lam called for a strong Party organization, renewed urban governance, and a focus on corruption prevention.

The leader urged Quang Ninh to transition from a "brown" economy to a "green" one, with emphasis on sea-based and border-gate economic development. He stressed the importance of proper urban planning, cultural development, and improving quality of life. The city should prioritize mountainous, border, and island areas, as well as ethnic minority communities, working to narrow income and access-to-public-services gaps.

Quang Ninh should foster peace, friendship, stability, cooperation, and development, while expanding ties with foreign localities and international partners. The Party General Secretary and State President expressed confidence in Quang Ninh's ability to uphold discipline, strengthen solidarity, and transform the region's potential into competitiveness and achievements.
