Three Democratic senators sent a letter to Brooke Rollins, the U.S. Secretary of Agriculture, demanding an explanation from Rollins regarding Boren's actions.

The plaintiff states, including Texas, California, and New York, acknowledged the challenges they faced in quickly adapting to the changes required by the new mail voting rules. They highlighted the time and financial resources needed to design new mail ballots, obtain approval for the new designs, order their production, update their election management systems, train election officials to utilize the USPS portal, and upload voter data into the system—all before the midterm elections.
