Treasury Secretary Scott Bessent revealed the U.S. will cut off financial lifelines sustaining Iran's economy, while a naval blockade restricts Tehran's oil exports and access to hard currency. According to former U.S. diplomat Aaron David Miller, this is not D-Day but Desperation Day, signifying the administration's lack of progress in finding a way out of the stalemate.

Michael Knights, head of research at Horizon Engage, believes the blockade may prove more consequential than the sanctions themselves, as Iran adapts to sanctions and will attempt to break free from them.

Iranian officials dismiss the U.S. strategy as a replay of a playbook that has failed in the past, such as North Korea, Russia, and Iran itself. The economic pressure is causing inflation to reach 66% in July, with consumer prices 87.9% higher than a year earlier. The risk of economic hardship spilling into mass unrest is a significant concern for Iranian rulers, who have historically responded to domestic unrest with repression.

For the Gulf states, the situation is complicated, as they prefer economic and diplomatic pressure over another round of war but fear an outcome that might enable Iran to declare victory while retaining the ability to disrupt global oil supply through the Strait of Hormuz.
