No matric, no problem? Mbalula explains ANC’s IEC waiver for ward candidates

ANC secretary-general Fikile Mbalula clarified on Tuesday that a lack of matric does not automatically disqualify ANC ward councillor candidates. The party’s guidelines permit those without Grade 12 to apply for a waiver from the Electoral Commission of South Africa (IEC). This policy was discussed during the ANC National Executive Committee (NEC) meeting, where Mbalula explained the candidate-selection guidelines for the upcoming 2026 Local Government Elections.

The waiver provision is specifically for ward-level candidates who have been chosen and have community support, even without matric.

Candidates must submit an application to the IEC to receive the waiver, which processes the request. Mbalula emphasized that ANC guidelines are clear on this matter, stating that the party expects the individual to request a waiver from the Electoral Commission, not the Secretary-General. For new entrants, the ANC gives preference to candidates with a Grade 12 qualification.

However, the party's requirements are notably stricter for mayoral candidates, demanding postgraduate qualifications and relevant municipal experience. Mayoral candidates must also demonstrate experience in managing municipalities and complex economies.

Mbalula stressed that the ANC places greater emphasis on competence when selecting candidates for municipality mayoral positions. He asserted that all mayoral candidates meet the qualification requirements outlined in the party's guidelines. The waiver provision for ward candidates without matric is outlined in the ANC’s guidelines approved by the NEC. Mbalula confirmed that this policy is consistent with a communication from the IEC regarding the matric requirement.
