Ukraine has compiled a list of over 100 Russian ballistic missile producers, demanding their sanctions by allies, according to presidential sanctions commissioner Vladyslav Vlasiuk. The list stems from physical evidence, with an Iskander missile fired at Kyiv Oblast on July 10 containing more than 140 foreign components, including 62 American parts, as well as contributions from Switzerland, Germany, Taiwan, China, and Japan.

These parts are still reaching Russia, prompting Ukraine to target the production facilities instead of individual shipments. Ukraine aims for synchronized sanctions, ensuring that firms blocked in one country cannot operate through another. The commission has handed over files to allies, expecting to identify every producer on allied lists by September or October of the current year.

Additionally, Ukraine has targeted kinetic sanctions on Russian defense-industry sites, such as the Kamensky Combine, which manufactures rocket fuel components. Identified Russian ballistic systems, such as the Iskander-M missiles and S-400 system components, contain Western microelectronics, notably from the US, Japan, Germany, Taiwan, France, Britain, and Switzerland.

Ukraine's most sensitive parts are the Kometa satellite navigation system and autonomous inertial guidance units, which rely on American, Swiss, and French microelectronics. Vlasiuk emphasized the importance of these systems, calling them chokepoints in the production process. Ukraine also seeks smaller, quicker sanctions, urging partners to strengthen export controls, including licensing or banning the export of sensitive components to countries aiding Russia in evading sanctions.

Ukraine has also gathered a list of over 10 critical materials, like ammonium perchlorate, aluminum powder, and tungsten, as well as numerically controlled machine tools needed for missile construction. The EU has initiated work on a 22nd sanctions package, but Ukraine urges for an interim package in September and another in October, as smaller steps align with Ukraine, Britain, and Canada's current measures.
