5-year plan, Policy Address to be delivered on Sep 16

Chief Executive John Lee announced that he will present the city's inaugural five-year plan and the annual Policy Address on September 16. The announcement came after Lee visited Un Chau Estate in Cheung Sha Wan, where he met with local residents. Lee explained that scheduling both events on the same day would help the public better understand the connection between the five-year plan and the Policy Address.

By viewing both documents together, citizens will be able to grasp how the government's strategies from the five-year plan are translated into annual policy measures. Lee will present specific performance indicators in this year's Policy Address to serve as annual milestones. The five-year plan will be introduced in the Legislative Council (Legco), which will be immediately followed by the release of the Policy Address.

Lee's aim is to clarify the interconnection between the two documents, as the five-year plan is a strategic document outlining Hong Kong's economic and social development over the next five years, while the Policy Address is an annual report detailing the chief executive's implementation of the plan and outlining key policy priorities for the year.
