They claim that Naver, as the majority shareholder of the majority of subsidiaries, essentially holds ultimate decision-making power over labor conditions. Recent rulings by labor unions in Seoul, Gyeonggi, and Gangwon provinces have acknowledged Naver's supervisory status, and the implementation of the "Yellow envelope law" provides a legal basis for integrated negotiations.
