The five pillars to transmute Indonesia-US defense partnership

To transform Indonesia-US defense cooperation from a symbolic agreement into a practical deterrent, Washington and Jakarta must expand beyond routine exercises. The Pentagon's recent signing of the Major Defense Cooperation Partnership (MDCP) marked a historic milestone, but ink on paper alone falls short of deterring gray-zone aggression or securing vital maritime chokepoints like the Strait of Malacca. To become a genuine mechanism, both nations must transcend conventional drills and address five critical pillars.

Firstly, the framework needs to move beyond high-level rhetoric and focus on co-developing asymmetric maritime capabilities. Indonesia requires cost-effective technology, such as underwater unmanned vehicles, autonomous aerial surveillance, and distributed sensor networks, to secure its archipelagic waters against coercive tactics.

The United States should streamline Foreign Military Sales procedures and grant targeted International Traffic in Arms Regulations exemptions for non-treaty partners. Additionally, Washington should partner directly with Indonesia's defense state-owned holding, Defend ID, through joint production and local-content integration. This shift would evolve defense trade from a mere sales relationship to a lasting industrial partnership.

Secondly, the partnership must tackle logistical bottlenecks that hinder Indonesian defense readiness. Establishing a regional C-130 Hercules maintenance hub at Kertajati Airport in West Java is a promising beginning, but maintenance, repair, and overhaul capabilities should extend to the maritime domain. Collaborative efforts are necessary to ensure operational readiness and improve the overall effectiveness of the partnership.
