Hong Kong to enforce smart safety systems on sites

Hong Kong has launched a comprehensive initiative to bolster construction site safety, aiming to enforce advanced protective systems city-wide. During the inaugural Construction Safety Week, Secretary for Development Bernadette Linn announced that the city has seen a 20% drop in workplace accidents between 2023 and 2025, largely due to the widespread adoption of the Smart Site Safety System (4S).

Currently, 4S is installed at about 80% of sites, with 60% holding the official 4S label. However, Linn emphasized that zero accidents remain the ultimate goal, stressing that even one incident is unacceptable. The Development Bureau recently updated technical guidelines to include three new categories of 4S devices to better address high-risk processes.

The safety campaign, themed "Build Smart. Care with Heart. Own the Task," extends beyond hardware to encompass a compassionate culture and firm accountability. Linn highlighted three pillars of lasting safety: smart technology, worker welfare, and responsibility at every level. Construction Industry Council chairman Thomas Ho echoed the progress made but noted that 15 fatal accidents occurred this year, matching the total from last year.

He attributed this to a persistent "rush culture" on sites and called for better risk assessments and stronger on-site leadership. Despite the expansion of the 4S system, Ho observed that its integration at the operational level remains incomplete, with 14% of frontline workers and 6% of foremen not routinely conducting dynamic risk assessments.

He stressed that sustained safety improvements rely on a combination of technology, mindset, and cultural change.
