Ex-care home worker accused of raping intellectually disabled woman 5 times

A former assistant warden at a residential home for intellectually disabled individuals in Hong Kong is facing rape charges. Chung Pui-kei has been accused of committing five acts of sexual assault against a resident at the home in Tai Po, which is affiliated with the Hong Chi Association, between July and August 2024. Prosecutor Human Lam Hiu-man presented the allegations at the High Court on Friday, detailing the encounters and the victim's testimony.

The victim, referred to as X, is now 23 years old but has the intellectual capacity of a nine-year-old child. She lived at the residential home where Chung worked as an assistant warden at the time of the alleged incidents. The prosecutor said that three of the alleged rapes occurred in a male staff room, and two in X's room. X claimed that Chung would lock the door before undressing both of them and raping her, mentioning feeling pain and discomfort during some instances.

Evidence, including condoms and a bedsheet containing the defendant's DNA and X's, was found in a locker in the male staff resting room. Psychiatrist Lydia Lam Yi-ngar and clinical psychologist Wong Yik-tung, who have examined X, testified about her mental health history and condition. The psychiatrist diagnosed X with bipolar affective disorder and stated that she was not psychotic during the assessments in August and November 2024.

X has a history of mental illness and has been hospitalized twice in the past for mental health issues. Defense counsel Lawrence Hui Cheuk-lun questioned the psychiatrist regarding the possibility of hallucinations affecting X's perception of the alleged perpetrator's facial features if she did not take her medication regularly.

The psychologist responded that hallucinations were not a side effect of the medication X was taking and that her blood test results confirmed the required dosage of the mood stabilizer. Clinical psychologist Wong, who assessed X's intellectual capacity after the alleged rapes, will continue providing evidence on Monday.
