Ex-Zambian minister killed in security raid on opposition

A former Zambian minister, Mutotwe Kafwaya, was killed during a security raid on a house linked to opposition leader Brian Mundubile, a day after the presidential election. A police spokesperson confirmed Kafwaya's fatal injuries sustained during an exchange of fire while law enforcement officers searched the property in the capital, Lusaka.

Eleven individuals were arrested in the operation, where authorities accused Mundubile's party, the NRPUP, of engaging in "insurgency" and "militia activity" with "high-grade" weapons. Mundubile, who has gone into hiding, denies the allegations as "fabrications." Incumbent President Hakainde Hichilema secured a second five-year term with 60% of the votes, while Mundubile trailed with 38% and plans to contest the results in court due to alleged tampering.

The opposition leader stated he had no knowledge of Kafwaya's whereabouts following the raid. Kafwaya served as a lawmaker since 2016, holding various ministerial positions under President Edgar Lungu before losing the presidency to Hichilema. Regional and international observers noted the election was largely peaceful but expressed concerns over electoral reforms, media freedom, and access to media during the campaign.

The EU election observers reported issues with the tabulation process, including a six-hour pause and alleged ballot-box theft. The electoral commission halted the count, citing violence against staff and ballot-box theft. The EU mission criticized weak verification and heavy military presence, calling for transparency over the poll outcome.

The Human Rights Commission in Zambia urged accountability for unknown individuals detained during security operations and urged investigations into unlawful detentions and disappearances.
