Animal rights activists are urging the Seremban City Council (MBS) to halt its voluntary program for surrendering stray dogs, which offers RM50 for adult dogs and RM25 for puppies, in exchange for payment. Rajesh Nagarajan and Sachpreetraj Singh from Lawyers for Animal Rights argue that such monetary rewards encourage people to capture dogs independently.

They point out that the Veterinary Services Department's guidelines state that wildlife capture activities pose high risks and require trained personnel. While the council is aware of these risks, it does not employ trained staff and instead pays civilians to perform dangerous tasks, shifting the liability onto them. The activists are concerned that the program allows people to surrender dogs without proof of ownership, which may not necessarily indicate that the owner does not exist.

They also worry that the scheme could lead to the theft or theft of owned dogs and then submitted as stray dogs for financial rewards. The activists demand an investigation by the Veterinary Services Department and the Local Housing and Regional Government Ministry, including the identification of who approved the program and why high-risk wildlife capture activities are being handed over to civilians.
