Haryana Cabinet approves rules to regulate private coaching institutes

The Haryana Cabinet has approved new regulations to govern private coaching institutes in the state. These rules, part of the Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026, aim to establish a comprehensive regulatory framework for the registration and operation of private coaching centers. Chief Minister Nayab Singh Saini chaired the Cabinet meeting that approved the framework, which is in line with guidelines issued by the Government of India in January 2024.

Under the new rules, every private coaching institute, existing or intending to establish a new center, will be required to register through a designated online portal. Registration is valid for three years and renewable, with a registration fee of Rs 10,000 payable electronically. The concerned authority will review applications within 30 days and, if complete, issue a registration certificate.

Renewing a registration requires an application at least one month before the certificate's expiry and a fee of Rs 5,000. Registered institutes must maintain specific records, upload information on their websites, and submit an annual report to the authority. They must disclose details of their courses, fee structure, classroom capacity, and staff qualifications, among other information.

The rules emphasize transparency and accountability, requiring institutes to maintain prescribed records, provide basic student facilities, and ensure fire-safety measures. They also stipulate that coaching classes should not interfere with students' regular school or work hours. The framework seeks to ensure private coaching institutes operate in a student-friendly manner while allowing the government to monitor their compliance with the law.
