Terengganu pertama dalam ketelusan belanjawan negeri

According to the latest edition of the Open Budget Index Malaysia (MyOBI) 2026 by the Institute for Democracy and Economic Affairs (IDEAS), the state of Terengganu ranks first in terms of budget transparency. The report highlights that Terengganu, along with Selangor, Perak, and Negeri Sembilan, presents significant details about the state budget, including expenditure earmarked for specific programs.

The report states that all four states have published detailed expenditure forecasts for 2026 in the assessment period. However, IDEAS warns that the provision of such information does not necessarily imply complete transparency, pointing out that no state has fully submitted all required budget documents in a timely manner, given the complex requirements of legislation, budget approval, and final year-end reports.

IDEAS also emphasizes that the nine states have increased the availability of budget information to the public since the last assessment, with Pahang recording the highest increase. Selangor ranks highest in IDEAS' assessment of the ability of the election commission to investigate, discuss, and oversee state budgets, followed by Penang and Terengganu.

IDEAS' Executive Director, Aira Azhari, stated that all states still need to improve the transparency and accountability of budgeting. Publishing budget information on time, strengthening election commission oversight, and meaningful public participation are crucial for building higher levels of transparency and accountability in state budgeting, she added in her statement.
