Terengganu pertama dalam ketelusan belanjawan negeri

According to the latest update from the Malaysian Open Budget Initiative (MyOBI) 2026 report by Ideas, Terengganu has taken the top spot among the Malaysian states in terms of budget transparency. The report highlights that Terengganu, along with Selangor, Perak, and Negeri Sembilan, has provided comprehensive information on government revenue and expenditure for public awareness.

Notably, Terengganu stands out for its extremely detailed breakdown of expenditure, including allocations at the program level. Out of the four states mentioned, Terengganu is the only one to have released the 2026 budget amendments before the evaluation period, as stated by Ideas in their report. However, Ideas cautions that this level of disclosure should not be interpreted as complete transparency, as no state has fully met the criteria of providing all essential budget documents at the right time, while fulfilling statutory, budget approval, and annual end-of-year reporting requirements simultaneously.

Ideas also emphasizes that nine states have increased the availability of budget information for the public since the previous assessment, with Pahang recording the highest improvement. Selangor ranks highest in Ideas' assessment of the capacity of parliamentary authorities to investigate, discuss, and oversee state budgets, followed by Penang and Terengganu.

Ideas' Chief Executive Officer, Aira Azhari, asserts that all states need to further improve budget transparency, accountability, and public engagement, as these elements are crucial for building stronger and more accountable budgeting in Malaysian states.
