KUALA LUMPUR, Aug 11 (Bernama) -- Lembaga Tabung Haji (TH) has introduced a comprehensive public enlightenment initiative to distribute a special information booklet on the findings of the Royal Commission of Inquiry (RCI) report. The booklet, titled “Tabung Haji: Apa Sudah Jadi?” (Tabung Haji: What Happened?), aims to provide accurate and transparent facts regarding management malpractices between 2014 and 2020, highlighted in the RCI report.
The initiative is designed to restore confidence in TH’s sustainability and future governance among more than nine million depositors.
The booklet was launched with the distribution of posters in both digital and printed formats. Digital booklets were disseminated directly to mosques and suraus via WhatsApp, while printed versions will be released on Friday, August 14. The concise booklet summarizes the 211-page original document, detailing the chronology leading to the inquiry, starting with Bank Negara Malaysia's (BNM) warnings from 2014 to 2015 on TH’s weak financial position.
The RCI report revealed several critical findings, including TH’s failure to manage the asset-liability deficit, breach of laws and accounting standards, misuse of Realisable Asset Value (RAV) for profit distribution, governance issues, and risks of political interference. However, the RCI affirmed that the 2018 TH Recovery and Restructuring Plan was the most appropriate and critical measure taken to restore TH’s financial stability.
The booklet also outlines essential RCI recommendations to safeguard TH’s future, such as strengthening the Tabung Haji Act to improve its power structure, functions, and governance, and a ban on appointing active politicians as chairman or board members. Since the implementation of most recommendations, TH has reported a very strong financial position, with a 3.5% profit distribution for 2025, the highest in eight years, and depositors’ funds reaching RM93.4 billion. TH has also recorded investment income of RM4.64 billion in 2025, the highest in its history.
To date, over 75% of the RCI recommendations have been implemented by TH. The enlightenment initiative was launched on the same day as a special Dewan Rakyat sitting to debate the RCI report in detail.
