Simplified: The Tabung Haji RCI report and what it said

The Tabung Haji RCI report, released on July 29, 2023, investigated management and operational issues at the Malaysian Muslim pilgrims' fund, Lembaga Tabung Haji (TH), from 2014 to 2020. The 252-page report, presented to the Yang di-Pertuan Agong on August 30, 2022, was declassified and made public by the Malaysian government after initially being withheld due to concerns about depositors panicking and withdrawing their savings.

Key findings include:

1. TH experienced a financial crisis in 2017, with a RM1.4 billion net loss instead of the reported RM3.4 billion profit. Five factors led to the crisis, including TH's "creative accounting practices" and use of alternative methods to inflate asset values for dividend calculations. The report found that TH's 2014-2017 dividends exceeded actual profits and its liabilities exceeded assets from 2016 to 2017.

2. The RCI criticized TH for paying excessively high bonuses to employees from 2010 to 2017, even when audited financial statements showed liabilities surpassing assets. The report recommended recovering unauthorised bonuses totaling over RM2.19 million from TH Properties Sdn Bhd.

3. The report proposed amendments to the Tabung Haji Act to improve TH's governance, such as banning active politicians from TH and its subsidiaries' directorships and requiring directors to have specific expertise instead of merely being Malaysian Muslims.

4. The RCI suggested a forensic audit of TH's investment decisions involving 14 companies, which caused significant declines in asset values. The report recommended TH focus on fund management and avoid high-risk investments.
