President Yoon Jae-myung stated on the 11th that he had received requests for clearer guidelines regarding the "yellow envelope law" (amendment to the Labor Union and Labor Relations Adjustment Act). At a joint session of the Council of Ministers held at the Government Complex, he emphasized that "it would be necessary to clearly specify whether a case falls under the scope of the yellow envelope law or not."

He noted criticism for not establishing regulations, adding, "If we don't make regulations, people will raise objections."

Government Employment and Labor Affairs Ministry Secretary-General Kim Young-hun responded that "we are not responsible for drafting detailed rules through implementation regulations. We have already issued administrative interpretations." President Yoon replied, "Interpretation and guidance are different. Interpretations are opinions."

He suggested that clear regulations should be established for business decisions, such as companies deciding where to build factories, a matter he previously opposed. He questioned the need for regulations to define aspects already set by law, stating, "Establishing regulations is different from the legislative process."

Secretary-General Kim further stated that "if regulations are not provided, there may be criticisms regarding the implementation of the law." President Yoon reiterated that "the responsibility for defining details needed for implementation falls under the jurisdiction of the executive branch, as prescribed by the Constitution. This applies to other agencies as well.

The number of laws to be revised is overwhelming, with the number of one thousand or more being mentioned." He urged the Ministry of Employment and Labor Affairs to compile guidelines to address potential conflicts before matters reach court.
