The train, which was headed to Incheon, departed from Seoul Station at 10:05 a.m. The Korea Disabled People's Association had previously announced that it would stage protests and demonstrations in various parts of the city, including Yongsan Station, on the 19th to demand that the government allocate more funds for the disabled.
