Kyiv's heating preparations at risk, city may fail to reach even 50% readiness

Kyiv's preparations for the upcoming heating season are facing significant disruption, with the city potentially failing to complete even half of its planned backup energy and heating infrastructure deployment, according to an analysis by Kyiv-based columnist Dmytro Bobrytskyi. The primary causes for this crisis are a deepening rift between state and municipal authorities, officials' fear of criminal prosecution, and ongoing pressure from law enforcement agencies.

Bobrytskyi argues that the situation demands immediate action at the highest state level, as delays in establishing backup infrastructure could have catastrophic consequences once cold weather arrives. State agencies have spent months unable to agree on the placement of decentralized power generation units, with some advocating for construction near existing facilities to cut costs and others favoring a more widespread distribution across different city districts to minimize destruction risks.

Additionally, law enforcement agencies are applying intense pressure on municipal tenders, leading to criminal proceedings against officials and discouraging swift decision-making. The director of Kyivteploenergo, for instance, currently faces about 40 open criminal proceedings. As a result, the city's winter readiness program is projected to complete less than 50% of its planned projects, despite acknowledging valid concerns about overall governance efficiency.
