From Deputy to Defense Boss: Gilbert Adjei returns to lead ministry where he once served number two

Nearly a decade after Gilbert Adjei left Ghana’s Ministry of Defense as its deputy head, President John Dramani Mahama has appointed him as the substantive Minister for Defense. The reassignment, announced by the Presidency Communications, comes after the death of Dr Edward Omane Boamah, who held the position until his fatal helicopter crash on August 6, 2025.

This move brings Adjei back to the ministry where he first served nearly a decade ago as a deputy under the same President. His return to the Defense ministry is seamless since he had already been vetted and approved by Parliament in his previous role as Works and Housing Minister, which eliminates the need for further bureaucratic scrutiny.

Adjei’s tenure in the ministry spans back to Mahama’s first term, where he served as Deputy Minister of Defense from 2015 until 2017. The current portfolio, once again under his command, is one of the government’s most ambitious spending priorities. The 2026 Budget has allocated a 69 percent funding increase for the Ministry of Defense, aimed at a comprehensive retooling of the Ghana Armed Forces to enhance defense readiness.

Finance Minister Cassiel Ato Forson paid tribute to the late Boamah as the architect of the modernization strategy that Adjei now inherits. The government plans to procure four modern helicopters, one long-range aircraft, and one medium-range aircraft to replace the aging Air Force fleet. For the Navy, a 272-meter offshore patrol vessel equipped with helipads and modern combat systems is in the pipeline.

The Army has received $40 million for 19 armoured personnel carriers from Elbit Systems, a contract that will be renegotiated to protect state funds. Adjei is confident about his assignment, already updating his social media profile to reflect his new title. However, the ultimate test for Adjei will be his ability to deliver on the bold defence promises in the 2026 Budget.
