Putin reshuffles Russia’s military command as Kremlin tries to revive offensive

Russian President Vladimir Putin has reorganized Russia's military leadership in an effort to rejuvenate the country's faltering offensive in Ukraine. The Kremlin aims to consolidate all Defense Ministry logistics services under one command and appoint a new leader for Russia's Unmanned Systems Forces. According to a report from the Institute for the Study of War (ISW), these decisions were made during a meeting with senior Defense Ministry officials on August 5th.

Col. Gen. Dmitry Lyamin was appointed to lead the Unmanned Systems Forces, a role previously held by Yuri Vaganov. However, Vaganov was reportedly removed from the position prior to the Kremlin's announcement, according to ISW analysts. Critics have accused Vaganov of lacking military education and experience, having worked as a plumbing supplier until February 2022.

The reshuffle primarily involves moving existing commanders to new positions rather than promoting new leaders capable of fundamentally changing Russia's approach to the war. The recent moves come as Ukrainian forces continue their medium- and long-range strike campaigns, targeting Russian logistics from rear areas to the front line, operations that have proven challenging for Russian forces to counter in the short term.

The slow pace of Russian advances in Ukraine, coupled with the increasing effectiveness of Ukrainian drone attacks on Russia's economy, has heightened concerns within the Kremlin about the country's ability to sustain a prolonged conflict.
