The Northeast Frontier Railway (NFR) will spearhead the Nationwide Digital Life Certificate (DLC) Campaign 5.0 from November 1 to November 30, 2026, in compliance with directives from the Department of Pension and Pensioners’ Welfare (DoPPW) and the Railway Board. This initiative aims to boost digital empowerment and streamline the annual life certificate submission process for railway pensioners and family pensioners, especially senior citizens and those facing challenges in reaching pension-disbursing offices.
NFR will set up Digital Life Certificate submission camps at key locations, such as zonal and divisional headquarters, and regions with significant pensioner populations. The campaign will leverage Aadhaar-based face authentication technology, allowing pensioners to submit their life certificates using their smartphones, thereby eliminating the need for physical visits to banks and pension offices and reducing waiting times.
Special focus will be placed on super-senior citizens aged 80 and above, as well as pensioners who are ill, infirm, or have mobility challenges, with doorstep assistance being provided for those who cannot visit designated camps due to age, illness, or physical limitations. Dedicated staff will assist pensioners in the digital submission process, while helpdesks and grievance redressal mechanisms will be in place to tackle technical problems and other concerns.
Additional services, including medical check-ups for senior citizens, may be arranged at designated camps when possible. Digital Life Certificate camps will be held at various NFR locations, including Maligaon Headquarters (November 4), Katihar Division Welfare Section/Katihar (November 3), Railway Institute, Alipurduar (November 3), DRM Office, Rangiya (November 6), Railway Institute, Lumding (November 3), NFR Pensioners’ Association Offices in Tinsukia and Dibrugarh (November 2), New Bongaigaon Workshop (November 4), Conference Hall, Dibrugarh Workshop (November 5), and NFR Construction Headquarters, Maligaon (November 17).
In collaboration with NFR Pensioners’ Association, camps will also be organized at Jaimati Nagar, Maligaon (November 12); ADRM Office, New Jalpaiguri (November 6); Diesel Shed, Malda (November 17); ADEN Office, Purnea (November 20) and Kishanganj (November 25); Recreation Club, New CoochBehar (November 5); Pensioners’ Association Office, New Bongaigaon (November 20); ADRM Office, Guwahati (November 6); NFRPA Office, Bongaigaon (November 10), Tinsukia (November 4), Mariani (November 9) and Furkating (November 11); NFRPA/NBQ Office (November 18); and EWS, New Bongaigaon (November 20).
Through this campaign, NFR reaffirms its dedication to pensioner welfare, digital inclusion, and citizen-centric service delivery. Railway pensioners and family pensioners are urged to take advantage of the initiative and complete their life certificate submission within the given timeframe, seeking assistance as needed to ensure a convenient and hassle-free experience.
