Southern Africa could be transformed into a leading hub for illicit drug production, according to warnings from Police Minister Firoz Cachalia. Addressing representatives from countries including South Africa, Mozambique, Tanzania, Angola, and Uganda, Cachalia painted a grim picture of the escalating threat posed by transnational crime syndicates.

Cachalia stressed that Southern Africa is no longer merely a transit route for drugs, but has become a fertile ground for illicit drug production. The minister called for a robust, intelligence-led crackdown on these organizations, noting that criminal networks exploit porous borders, coastlines, and trade routes to facilitate drug trafficking, money laundering, and other crimes.

Organized crime, as Cachalia pointed out, is no longer a domestic issue that can be handled by a single country. It demands a united, transnational response. He described drug trafficking as one of the world's most damaging criminal enterprises, noting its role in destabilizing economies and societies.

The minister specifically warned about drug syndicates exploiting maritime routes through countries like Mozambique and Tanzania before moving drugs into South Africa. However, the threat extends well beyond the drug trade. Drug trafficking intersects with other serious crimes like kidnapping, vehicle theft, human trafficking, migrant smuggling, financial crime, environmental crime, and potentially terrorism financing.

Cachalia stressed that authorities must target entire criminal networks, not just the drugs they produce. Success in combating these organizations should be measured by dismantling them, identifying the key players, disrupting illicit financial flows, recovering criminal assets, and closing the gaps that allow trafficking routes to remain active.

The Ministerial Troika Meeting, which Cachalia presided over, further endorsed the creation of a Regional Joint Counter-Narcotics and Organised Crime Fusion Centre. This initiative aims to enhance intelligence-sharing and coordinate cross-border operations to effectively dismantle transnational criminal networks taking advantage of porous borders and maritime routes in southern Africa.
