Wan Mohd Zharif said the issue is not due to changes in vehicle operation functions but rather inconsistencies in classification and record-keeping among related agencies.
"Entrepreneurs who follow the inspection and record-keeping process should not be penalized when changes in VOC terms cause them to lose diesel subsidy eligibility," he said. He added that losing subsidy increases operational and transportation costs daily, putting pressure on cash flow for entrepreneurs already bound by existing contracts.
He said that ongoing increases in operational costs can also slow down waste collection, affecting contractors, merchants, the industrial sector, and users. "This issue is not just about entrepreneurs' costs. If collection operations are disrupted, it can impact public cleanliness, public health, and the country's image," he said.
In the memorandum, PROBIN-M urged the government to reinstate diesel subsidy eligibility for RoRo lorries used for collecting and transporting waste, including vehicles affected by recent name or classification changes in VOC. The association also requested the government to impose a moratorium on denial of applications solely due to terminology discrepancies and to harmonize data and codes among the Ministry of Finance, the Ministry of Domestic Trade and Consumer Affairs, the Housing and Public Utilities Ministry (KPDN), the Road Transport Department (JPJ), Puspakom, and related agencies.
PROBIN-M also proposed a fast-track appeal mechanism and addressed previous cases denied or halted due to reclassification changes. The association also requested the government to provide written feedback and take action within seven working days after receiving the memorandum.
