Pims gets new executive director and joint executive director, notifications raise eyebrows

Islamabad: After a fire incident at Pakistan Institute of Medical Sciences (Pims) left 15 babies dead, the capital's largest hospital appointed a new executive director (ED) and joint executive director (JED) on October 6th, 2026. However, the appointments have raised eyebrows as Dr Mohammad Salman, the new ED, is past his superannuation age, and Prof Dr Brig (Retd) Azmat Hayat, the JED, is a contractual employee.

Prime Minister Shehbaz Sharif suspended eight officers following the tragedy on August 26th. Dr Salman, head of the National Institute of Health (NIH), was appointed ED in accordance with the directives of the Prime Minister's Office. He will be entitled to additional remuneration for this role.

Meanwhile, Prof Dr Tanwir Khaliq, who had retired six years prior, was given the additional charge of ED for three months or until a regular incumbent was found. Similarly, Brig (Retd) Azmat Hayat, a contractual employee, was assigned the additional charge of JED for the same period. This has sparked questions about how these individuals can effectively manage two jobs simultaneously.
