Pflegereform: Regierung plant höhere Pflege-Beiträge für Kinderlose

Starting January 1, 2027, single individuals in Germany's care insurance system will face a 0.3 point increase in their contributions, raising the rate from 0.9% to 0.9% of their taxable income. Minister Carsten Linnemann of the CDU explained that the aim is to stabilize the funding of the care insurance in the first step. The contribution rate currently stands at 3.6% for single contributors, increasing to 4.2% of their taxable income.

Linnemann highlighted that the system is facing significant financial pressure, with six million people requiring care today compared to two million 20 years ago. The reform includes numerous structural components, such as a stricter evaluation of rehabilitation's ability to reduce care needs in the future. Additionally, a 300-euro monthly increase in the contribution base for care insurance, similar to the health insurance system, is planned.

Starting January 1, 2028, a 0.52% contribution rate for joint insurance of spouses or life partners will be introduced, as in the case of health insurance. Unlike initially planned, the care insurance will continue to cover pension insurance contributions for care-giving relatives and dependents. Starting in 2029, annual increases in the care insurance's contribution rates based on inflation will be implemented.

Linnemann emphasized that there will be no cuts to the pensions of care-giving relatives, who are seen as "silent heroes" of society.

The annual "Check-up 60+" screening for early detection will be available to insured individuals from the age of 60. A structural commission will be established to develop fundamental reforms, as previously announced. The CDU and SPD reached an agreement on the draft before the cabinet session, with the SPD having previously rejected an "all-cuts" package and threatened to block it.
