Multi-lane fast flow system won’t be rushed, says minister

Stakeholders have been granted additional time to finalize arrangements for the implementation of the multi-lane free flow (MLFF) toll system, according to works minister Alexander Nanta Linggi. The system, which involves converting all exit and entry points on highways into barrier-free lanes, aims to reduce congestion and improve traffic flow.

Linggi explained that the implementation would follow a B2B model, with highway concessionaires and other interested parties cooperating to develop the system. He emphasized that the approach would allow interested parties, particularly the highway concessionaires owning the highways and related assets, to negotiate among themselves.

Linggi stated at a press conference following the opening ceremony of the MyAsean Road and Traffic Tech Expo 2026 in Kuala Lumpur that the organization facilitating negotiations between concessionaires and other parties interested in investing in the system is the Association of Highway Concessionaires Malaysia. Works ministry secretary-general Azman Ibrahim previously mentioned that the MLFF system might not be implemented until 2027 at the earliest.

The MLFF system is part of the Malaysian ITS Blueprint (2019-2023), which aims to modernize the country's highway infrastructure.
