Implementation of Revised National Curriculum Framework under the Education Reforms

On March 1, 2023, the cabinet approved the National Curriculum Framework and its implementation methodology, which was launched by the National Institute of Education in 2019 as part of the education reform process. The plan was initially to roll out the new National Curriculum Framework for Grades 1 and 6 by 2026, with vocational subjects to begin in Grade 10.

This decision was informed by a concept paper, "Transformational Change in Sri Lanka’s General Education," which was submitted to the Parliamentary Subcommittee on Education Reforms on October 22, 2025.

However, due to the upcoming new government in 2024, the implementation was initially set to commence for Grades 1 and 6 in 2026. Further adjustments were made when the Cabinet approved postponing the Grade 6 implementation to 2027, while Grade 1 would proceed in 2026. This decision was based on a revised concept paper reviewed by the National Steering Committee.

Subsequent steps included forming a new concept paper with policy recommendations, reviewing and revising the National Curriculum Framework, obtaining approval from the Academic Affairs Board and the Council of the National Institute of Education, and receiving concurrence from the National Steering Committee. By August 13, 2026, the National Steering Committee gave its approval for the National Curriculum Framework.

Printing of activity books and teacher guides for Grades 1 and 2 for 2027 was initiated to continue the primary education reforms.

Master trainers were trained for all primary and secondary subjects, and teacher training plans at the provincial level were prepared. Policy guidelines on school-based evaluation and assessment were also formulated, reviewed, and approved by the National Steering Committee, paving the way for the implementation of the education reform process for Grade 1 in 2026 and Grades 2 and 6 in 2027, as announced by the Hon. Prime Minister.
