EU weighs NATO Article 4-style mechanism to coordinate response to hybrid attacks

European Union defense ministers have been discussing the creation of an emergency consultation mechanism to coordinate their response to hybrid threats from Russia, according to EU foreign policy chief Kaja Kallas. The proposal is modeled on Article 4 of the NATO treaty and aims to create an "alarm button" for the bloc, allowing for a faster response to provocative Russian actions.

Kallas explained that Russia has been increasing its support for acts of sabotage within the EU, violating the bloc's airspace, and carrying out other provocations that necessitate a more coordinated response. At a September 28 meeting, EU defense ministers held their first substantive discussion on the urgent consultation mechanism, which would complement existing NATO mechanisms.

European Commission President Ursula von der Leyen previously supported the idea, describing it as Europe's "own version" of NATO's Article 4. The proposed mechanism should cover actions that fall under the armed aggression threshold, with the goal of enabling the EU to respond swiftly and jointly to provocations in Europe. Petar Tanev, an EU policy expert, emphasized the need for an additional mechanism to complement NATO procedures, as rising Russian hybrid threats require a more decisive response.

The EU mechanism could be compared to an alarm button: one country reports a threat, and the others come together to coordinate a joint response. The discussions have gained momentum following incidents such as the drone sabotage at Leipzig airport in early August, where a drone equipped with a detonator was found near a Ukrainian transport plane, leading to diplomatic consequences and accusations from Berlin that Moscow was involved.
