Murkomen calls for greater public participation in national security

Interior and National Administration Cabinet Secretary Kipchumba Murkomen has urged for increased citizen involvement in intelligence gathering, highlighting that community input can aid in spotting emerging security threats and informing national security policies. During a lecture on "Citizen Participation as a Strategic Pillar of National Security" at the National Defence College in Nairobi, Murkomen asserted that community reports could serve as a vital source of strategic intelligence if gathered, analyzed and acted upon appropriately.

Recurrent reports from multiple communities could aid security agencies in identifying patterns that might otherwise go unnoticed, thus forming strategic intelligence, Murkomen explained. The Cabinet Secretary noted that Kenya could learn from Rwanda's approach to engaging citizens in strategic intelligence while bolstering platforms like Jukwaa La Usalama.

This platform offers an opportunity to foster a permanent relationship between citizens and the Government in security governance, Murkomen stated. He emphasized that the Government is committed to institutionalizing Jukwaa La Usalama and creating a structured avenue for Kenyans to raise security concerns and participate in decision-making.

However, Murkomen cautioned against judging the success of Jukwaa La Usalama solely by the number of public meetings organized. Instead, authorities should evaluate the actions resulting from these engagements, the problems resolved, the response time, and the impact on the affected communities. He pledged to enhance the model, fostering a continuous two-way relationship, addressing issues, linking them to multi-agency actions, and reporting on the changes made.

Murkomen's comments come as the Government strives to enhance community policing and public engagement in security matters, with citizen-provided information being recognized as an additional resource for identifying and dealing with emerging threats.
