I tried dozens of Claude Code alternatives and I keep coming back to this open-source tool

Claude Code and Cursor are AI coding agents that allow teams to provide guidelines and standards for generated code. Teams typically create rules files like CLAUDE.md or .cursor/rules to specify naming conventions, architecture guidelines, security requirements, and testing expectations. While these rules help keep AI-generated code consistent with team practices, it raises the question of whether these rules are actually enforced or merely given as instructions.

Rules files provide context to the coding agent but don't necessarily enforce compliance. The model can misunderstand, forget parts, or violate the rules. Rules files are useful for giving the agent context but don't automatically ensure the resulting code follows the standards. As organizations grow with multiple repositories and teams using different AI coding tools, maintaining consistent rule enforcement becomes more challenging. Rules may be scattered across different repositories, leading to version inconsistencies.

Enforcement of coding standards involves multiple levels: instructions, automated checks, review and policy checks, and hard merge gates. Rules files alone don't automatically become hard policy gates. While Claude Code and Cursor can make agents more consistent by providing guidelines, they don't replace the need for a comprehensive engineering governance system.

The tools are useful for giving the agent context but don't independently verify if the resulting code adheres to the standards. Ultimately, while Claude Code and Cursor can enhance consistency, they don't fully replace the need for a robust governance system with mechanisms to enforce and verify coding standards.
