Defense Ministry reassesses Ukraine's real military needs for 2027

On September 28th, the Council of the EU approved a plan for five defense projects to enhance Europe's military capabilities, with Ukraine participating in most of them. The European Commission proposed these initiatives in July to address weaknesses in key areas such as air defense, maritime security, space, drone and counter-drone technology, and security along the EU's eastern border.

Ukraine was included in four of the five projects, with the space project being the exception. Irish Foreign and Defense Minister Helen McEntee stated that these projects demonstrate the practical cooperation among EU member states to ensure their own security. Ukraine is set to play an important role in the drone and counter-drone technology project, with all EU countries participating except for neutral Malta.

The most expensive project, known as DECODER, is expected to cost between 3.5 billion euros and 5.5 billion euros and will focus on drone technology hubs for testing, innovation, and interoperability. Ukraine's weakness lies in anti-ballistic missile defenses, and the air and missile defense project (EU-FIAMD) is expected to cost 55-80 billion euros by 2040. Ukraine is working to address this gap as it anticipates increased Russian missile strikes during winter.

The projects also extend into space and maritime security. The integrated maritime and seabed defense project aims to involve military and civilian personnel, along with drones, to monitor sea-based infrastructure like fuel pipelines, wind turbines, and internet cables. The Eastern Flank Watch, the most expensive project at 60-100 billion euros by 2036, is geographically restricted but benefits all member states against security threats.

This project was announced in October 2025 following a Russian drone incursion into Polish airspace.
