Braddell View residents take first steps to relaunch en bloc attempt

Braddell View residents have begun a new en bloc attempt following the enactment of a law to lower consent thresholds for older developments. A collective sale committee was formed with the support of over 300 residents, representing more than 38 percent of the condo's voting share. On September 19, an extraordinary general meeting was held, where 94 percent of attendees approved the formation of the committee.

The estate, which has 918 residential units and two commercial units, faces rising repair and maintenance costs due to its age. The committee engaged residents on the en bloc sale before the new law was announced, as the estate ages and costs increase. The largest former Housing and Urban Development Company (HUDC) estate, Braddell View, was the last privatized in 2017.

Two failed en bloc attempts in 2019 and another in 2021 were halted due to challenges. The new law, set to take effect after presidential assent, lowers the consent threshold for older developments to 70 percent for those aged 40-59 and 65 percent for those 60 years and above. A shorter six-month timeline to collect signatures for a collective sale agreement is also part of the new rules, though it poses concerns for the committee.
