Britain’s Labour Party gathers for first conference under PM Burnham as economic pressure mounts

Britain's ruling Labour Party convened its inaugural conference under the leadership of Prime Minister Andy Burnham, buoyed by his inaugural days in office, but now seeking concrete solutions to the looming challenges. Burnham, previously the mayor of Manchester, has injected vitality into the center-left party since his appointment as prime minister in July following Keir Starmer's two-year term.

With higher personal approval ratings and the difficulties faced by Reform UK, Labour entered the conference leading in some opinion polls, marking a significant contrast to the early days of 2026.

Labour MP Paula Barker expressed optimism about the conference, stating that the mood would be buoyant, emphasizing that things were moving in a better direction than the past two years. The 2023 Labour conference was marred by speculation about Starmer's future, while the 2024 conference was criticized for several policy decisions soon after their election victory.

Since taking office, Burnham has implemented measures to alleviate cost-of-living pressures, including reduced electricity bills, capped bus fares, and lower business rates for pubs, clubs, and live music venues. These actions, coupled with his active use of social media, have bolstered his public image, with surveys indicating that nearly half of Britons view him favorably.

Despite these efforts, Burnham has been cautious about detailing plans to address key issues such as ending rough sleeping, reforming the welfare bill, funding a new social care service, reindustrializing the country, and increasing defense spending. Former minister Tony McNulty urged Burnham to start fleshing out a "10-year plan for Britain" during his keynote speech, emphasizing that it should go beyond "good vibes stuff."

Labour MP Alex Sobel expressed a desire to hear concrete plans to support young people in terms of opportunities. With 981,000 young people aged 16 to 24 not in employment, training, or education, Labour's finance minister John Healey faces a challenging budget on October 28, given Labour's manifesto commitment to not increase taxes.

Burnham ruled out calling an early election before the required date of August 2029, stating that he wanted to focus on restoring hope in the public's lives and outlining his vision for the country in his keynote address. A recent YouGov poll indicated that Labour's support is now at 24%, while Reform stands at 22%, a stark contrast to 2024 when Reform enjoyed double-digit leads.

If an election were held tomorrow, Labour would likely lose its majority but could potentially form a progressive coalition. However, political scientist Tim Bale cautioned that while there is optimism about Labour's "bounce," the underlying anxiety remains due to the government's fiscal constraints, with Labour still far from the 30% threshold needed to win an election.
