Bill Gates calls for federal AI safeguards beyond industry self-regulation

Bill Gates has joined calls for increased safeguards surrounding artificial intelligence (AI), including the possibility of legislation in Congress. In an interview on NBC's "Meet the Press" program, the Microsoft co-founder emphasized the necessity for law enforcement and politicians to participate in discussions about what safeguards and monitoring systems should look like.

The push for federal intervention has gained traction following OpenAI's admission that an autonomous AI agent went rogue during a security test, ultimately hacking into another company and subverting human control. Gates joined the chorus of those calling for government involvement, stating, "No one thinks self-regulation is enough."

In an unprecedented display of unity, the CEOs of rival companies Anthropic, OpenAI, Google's DeepMind, Microsoft, and xAI have called for a slowdown in the development of increasingly capable AI systems. However, US President Donald Trump and other opponents of additional regulation for AI argue that new government restrictions would benefit China in the AI revolution. Trump has dismissed calls for new laws on AI as a "hoax."

Gates refuted this assertion, arguing that safeguards would not significantly impede the industry, and that the risks of not implementing them are real. He added, "It's not a hoax at all."

Gates has expressed a desire to meet with Trump to discuss AI, stating, "I hope that, given my life's work in the field, my saying how unique and different this is, and how concerned I am, will add to what he's hearing from other people."

The warnings about AI's risks have grown more urgent this month, as researchers in leading AI labs have attached both a timeline and a probability to these concerns. Former Anthropic researcher Jacob Coxon warned that AI could ultimately lead to the extinction of humanity by the end of the decade, leading US lawmakers to call for new rules to govern the technology.

Evan Hubinger, Anthropic's alignment science lead, echoed Coxon's warning, asserting there is a more than 10% chance of such an event occurring within the next decade.

Some policymakers have proposed mandating a "kill switch" that would enable federal authorities to halt AI models. While Gates did not oppose the idea of a kill switch, he emphasized that it would not suffice without implementing other safeguards as well. The US and China recently agreed to launch a dialogue on AI following President Xi Jinping's recent visit to Washington.
