Peguam Najib Razak, Shafee Abdullah, has stated that both Najib and the Prison Department have yet to receive the formal house-arrest acknowledgment letter from the Sultan of Malaysia, Sultan Ibrahim. Although the royal permission for the conditional pardon was granted a week ago, Najib and the Prison Department have not yet acknowledged the receipt of the letter. This delay raises questions about the next steps in the process.

The lawyer expressed concern over the slow response, noting that the prison authorities might also be unaware of the full conditions outlined in the formal document. During a press conference following the conclusion of the Najib's 1MDB-related management, Shafee was asked if Najib could clarify the RM50 million fine stipulated in the conditional pardon terms.

The lawyer responded that the prison authorities lack the capability to pay the fine. He also questioned why this issue was raised amidst discussions about the billions of dollars missing from the 1MDB scandal. Indeed, the 1MDB case revealed that Najib received USD681 million from the Saudi royal family in 2013, but returned USD620 million.

In a related civil suit against 1MDB and SRC International, the lawyer also pointed out that two key prosecution witnesses were uncertain about whether funds from these companies had returned to Najib's account. Shafee clarified that the money has not been returned to Najib's account. When asked about the location of Najib's house-arrest, the lawyer said it will always be at the Duta Villa. He added that numerous journalists have been camping outside Najib's residence, as if he were living there.
