MP’s Dhar Tribal Hostel Purchase Order Sparks Confusion, Superintendents Asked To Seek Prior Approval

Dhar district in Madhya Pradesh recently issued an order requiring hostel superintendents to seek prior approval from the department's assistant commissioner, Parul Jain, before spending funds on various hostel-related expenses. This directive has caused confusion, as a previous state government order already permits Palak Sanghs and hostel superintendents to make such purchases independently. Dhar is a Tribal-dominated district with around 300 hostels receiving annual funds for student supplies.

Traditionally, superintendents, in consultation with Teacher-Parent Associations, would purchase items needed for both new and existing students. However, the assistant commissioner's order, dated September 8, 2026, mandates superintendents of SC/ST boys and girls hostels and ashrams to submit proposals before spending funds on furniture, equipment, building maintenance, skill development, and educational tours.

The superintendent must submit the proposals to the district office within seven days and only spend funds after obtaining competent approval.

A superintendent, speaking on condition of anonymity, expressed that hostels frequently require small items like pressure cookers, cooking vessels, and spoons. However, these purchases become challenging when permission is withheld. Additionally, officials sometimes insist that materials be bought from specific vendors, further complicating the purchasing process.

Hostels in Dhar have been operational for three months, but funds have only recently been received. This directive comes at a time when hostels are still getting accustomed to their new responsibilities.
