Kisumu launches 2026 ECD regulations to strengthen early childhood education

Kisumu County in Kenya has introduced new regulations to guide the implementation of the Early Childhood Development (ECD) Education Act, 2023, with the aim of enhancing the management, quality, and delivery of early childhood education in the region. The 2026 ECD regulations provide a comprehensive framework for ECD centers and daycare facilities, outlining essential requirements such as registration, learning infrastructure, nutrition programs, and the welfare of children.

These regulations are intended to transform the provisions of the 2023 ECD Education Act into actionable measures that can be implemented across Kisumu's various centers.

County Executive Member for Education, Technical Training, Innovation, and Social Services, John Awiti, highlighted during the launch that these regulations mark a significant milestone in the county's commitment to strengthening early childhood education. He emphasized that the new regulations provide a solid foundation for improving the sector, stating, "This is one of the most fundamental milestones that we are making because we now have the document that will assist us and enable us to lay a stronger foundation for the future of our children."

Bovince Ochieng, County Chief Officer for the same department, explained that the implementation of these regulations would focus on creating supportive environments that promote children's learning and overall development. He stressed the importance of proper nutrition, feeding programs, and an appropriate curriculum, which are critical for the holistic development of children, both mentally and physically.

Wilikister Odera, Director of Education in charge of Early Childhood, noted that the focus would now shift to the implementation of the Act and the new regulations, emphasizing that the remaining task is to ensure full implementation. She stressed the importance of collaboration and partnership with various stakeholders to ensure the effective execution of the regulatory framework.

Odera affirmed that the county government will work closely with ECD center managers, teachers, parents, development partners, and other stakeholders to make sure that all components of the regulation are implemented.

Assembly leaders and county executive officials present at the launch expressed their commitment to supporting the implementation of the framework, recognizing that the regulations will provide a legal basis for coordinating ECD activities, child welfare programs, and partnerships within the sector. The county government will collaborate with various stakeholders as the implementation process commences.
