Finland Supports Creation Of Special Tribunal For Russia’s Aggression Against Ukraine

The Finnish government has endorsed the establishment of a Special Tribunal for Aggression against Ukraine and an International Claims Commission for Ukraine. These proposals were presented to the Finnish Parliament on September 24 via UATV English. Finland asserts its commitment to holding Russia responsible for its aggressive actions and fostering a just and enduring peace in Ukraine.

According to the Finnish Foreign Ministry, the proposals concerning the creation of the Special Tribunal for Aggression and the International Claims Commission have been submitted to Parliament. The Special Tribunal aims to hold individuals accountable for the crime of aggression, whereas the International Claims Commission will assist in addressing Russia's responsibility for damages incurred due to its conflict with Ukraine.

Both entities will function under the auspices of the Council of Europe, with The Hague as their headquarters. Finland has been actively involved in the negotiations and preparations for these agreements. Finnish Foreign Minister Elina Valtonen emphasized that accountability is essential for achieving a fair and enduring peace. She stated that through these accountability mechanisms, Russia and its leadership will face legal repercussions for their actions violating international law.

Additionally, these mechanisms will aid Ukraine and those affected in seeking justice and compensation for the damage caused by Russia's aggressive war. The Finnish government submitted proposals to Parliament on September 24 regarding the approval and entry into force of the agreement for the Special Tribunal and the convention establishing the International Claims Commission for Ukraine.

Efforts to create the Special Tribunal for Russia's aggression have been ongoing since 2022, with the objective of establishing a specialized mechanism for prosecuting those responsible for the crime of aggression against Ukraine, complementing existing international accountability measures. The International Claims Commission is anticipated to handle claims for compensation for damages resulting from Russia's war against Ukraine and form part of broader international efforts to ensure Russia bears responsibility for the consequences of its aggression.
