Speaker Bagbin summons Parliament

Speaker of Parliament Alban Bagbin has called Parliament back from recess for an emergency sitting on Tuesday, September 29, 2026. This follows growing concerns over major narcotics seizures linked to consignments originating from Ghana. The sitting is set to commence at 12 noon at Parliament House in Accra, though the specific agenda for the emergency session has not been disclosed.

The move was prompted by a request from the Minority in Parliament to conduct an extraordinary session to address urgent national security concerns stemming from the drug seizures. The Minority invoked Article 112(3) of the 1992 Constitution and Order 53 of Parliament’s Standing Orders to justify the recall. They cited the significant seizures, including nearly 3.9 tonnes of cocaine seized by French authorities at the Port of Dunkirk on September 10, 2026, from a container that originated in Ghana.

The Minority also highlighted other narcotics seizures since 2025, amounting to consignments valued at over US$1 billion. They are seeking Parliament's oversight to scrutinize the handling, inspection, and clearance of these shipments, as well as the involvement of various state and security agencies. While the recall has drawn mixed reactions from MPs, some Majority lawmakers argue that ongoing investigations should continue, with parliamentary committees already empowered to examine matters related to the drug seizures.

However, others, like Wa West MP Peter Lanchene Toobu and South Dayi MP Rockson-Nelson Dafeamekpor, believe that existing committees are sufficient for the oversight and that recalling Parliament would be redundant.
