Duo identified after dog dragged behind motorcycle

In Batu Lancang, Jelutong, two men have been identified after being caught on video dragging a black dog behind a motorcycle. The incident was brought to light when a passerby intervened and urged the men to cease their cruel actions. Independent rescuer David Yim subsequently reported the matter to the Penang Veterinary Services Department (DVS).

Director Dr Saira Banu Mohamed Rejab stated that officers immediately set out to locate the men and rescue the distressed animal. The dog has now been sent for comprehensive medical examination and veterinary care. The case is being investigated under Section 29(1) of the Animal Welfare Act 2015, which classifies cruelty, abuse, or severe neglect of animals as a criminal offence. Penalties for such actions include fines ranging from RM20,000 to RM100,000, imprisonment for up to three years, or a combination of both.

Dr Saira Banu emphasized that the department treats all animal welfare complaints with utmost seriousness and urged the public to refrain from actions that could inflict suffering or harm upon animals. Additionally, she advised against speculation regarding the case, as this could potentially undermine the ongoing investigation.
