US open to Cuba talks on government change, Marco Rubio says

Secretary of State Marco Rubio has declared the international system broken and asserted that the United States will continue to act alone when necessary, on the sidelines of the UN General Assembly in New York. He criticized the post-World War II system, stating it has been unable to work together to address crises, including the war between Thailand and Cambodia, Sudan's civil war, and Iran's conflict.

Rubio stated that the system has "broken itself" and needs to be brought back to its proper focus and role, as it has grown beyond its mandate. He added that the US will continue to operate unilaterally if it is in its national interest, even if it means going against the international order. Critics have accused the US of undermining the legitimacy of the international system by acting independently.

Since Trump took office, the US has taken actions such as seizing Venezuela's President, blocking Cuba, and launching a war against Iran, all of which lacked broad international support. Rubio also commented on talks between the US and Iran, suggesting they will involve hard work and mediators, and condemned Iran for supporting militias in Iraq and backing the Houthis in Yemen.

Regarding Sudan's civil war, Rubio expressed frustration over the lack of progress in mediating a humanitarian ceasefire, stating that leaders on both sides are ineligible to govern the country and warning that the US will increase pressure on those fueling the conflict.
