Montreal’s inspector general recommends a $700,000 fine for waste-management company

Montreal's inspector general has proposed a $700,000 fine for a waste-management company that breached municipal subcontracting regulations, according to a report released on Monday. Environmental 360 Solutions allegedly awarded contracts to subcontractors exceeding the legal $1 million threshold without seeking prior approval. The report also alleges the company continued collaborating with a previously blacklisted subcontractor operating under a different name.

Environmental 360 Solutions maintains the contracts were issued to maintain service efficiency during a labor shortage. The inspector general's office contends the city should not renew its contract with the waste-management firm and suggests blacklisting the involved subcontractors for five years.
