Consciousness may have emerged to address challenges that pure intelligence cannot handle, according to a new theoretical framework published in Frontiers in Neuroscience. Cognitive scientist Jeff Stibel suggests that cognition and consciousness evolved from different evolutionary pressures. While cognition helps organisms navigate uncertainty, consciousness preserves themselves and manages competing demands.

Stibel argues that consciousness is a separate adaptation with its own evolutionary job, not simply the next step in intelligence. He outlines six predictions to test this framework, including whether consciousness increases with competing demands and whether artificial systems require genuine self-maintenance pressures. Stibel's central argument distinguishes three levels of regulation: proto-control, meta-control, and settlement control.

He uses the analogy of cannibalism to illustrate how consciousness helps organisms define biological boundaries and protect themselves when survival is at stake. Applied to artificial intelligence, this means that greater capability alone does not produce consciousness; a system also needs to maintain itself and resolve competing demands with real consequences for its continued existence.

Stibel warns that scaling today's AI models does not inherently lead to consciousness, as they lack boundaries and self-preservation instincts. He emphasizes that consciousness is a specific organization that would need to be deliberately built, not something that emerges from sheer capability.
