Petition seeks end to Electronics City flyover toll after concession period ends

An online petition has called on the National Highways Authority of India (NHAI) and the Ministry of Road Transport and Highways (MoRTH) to halt toll collection on Bengaluru's Electronics City Flyover after its concession period concludes. The 10-kilometer flyover, spanning Hosur Road between Bommanahalli and Electronics City, was begun in 2006 and opened on January 22, 2010.

Developed by Bengaluru Elevated Tollway Limited (BETL) at an estimated cost of approximately ₹1,000 crore under a Build-Operate-Transfer (BOT) model, the flyover's 20-year concession period began in 2006 and concluded on September 10, 2026.

According to the Change.org petition, which was initiated by Rajkumar Dugar, founder and convenor of Citizens for Citizens, the toll collection should have ceased on September 11, 2026. BETL was granted the authority to collect tolls to recoup construction, operation, and maintenance expenses, as well as earn a reasonable return on its investment. The petition contends that once the concession period ends, NHAI should take control of the flyover for upkeep purposes.

Mr. Dugar highlights the presence of the Attibele Toll Plaza, situated 14 kilometers further along the highway. He cites NHAI's standard rule of maintaining a minimum distance of 60 kilometers between two toll plazas on the same National Highway section. Dugar and the petitioners have urged NHAI and MoRTH to promptly determine a practical solution for the flyover's future maintenance and toll collection.

They also express concerns over waterlogging and flooding on the dip or valley section of the flyover, urging authorities to prevent any compromise in maintenance after the concession period expires. The petition warns that continuing the current toll arrangement may set a precedent for other toll plazas following the expiration of their respective concession periods.
