CMS has already tightened oversight in the marketplace, ending advance premium-tax-credit payments for nearly 1.5 million people in 2025 due to eligibility issues.

The programme has grown to cover 23.1 million people in 2026, but affordability concerns have arisen with the expiration of enhanced subsidies. The latest crackdown precedes another Obamacare enrolment cycle, with questions over eligibility, subsidies, and access to coverage expected to be central as Americans choose their health plans.
