Election analyst Ivan Shukshin says Moscow precinct results are being rewritten after Russia’s State Duma election

Election analyst Ivan Shukshin has revealed that Moscow precinct results in Russia’s State Duma elections are being altered "on a large scale." One example cited is polling station No. 2700 in western Moscow, where original figures showed United Russia at 21.5%, the Communist Party at 28.2%, and New People at 29.5%. However, the final version in the Central Election Commission’s system showed United Russia with 86.8%, the Communist Party at 2.5%, and New People at 2%.

Shukshin noted that the revised figures were uploaded to the GAS Vybory platform overnight on September 20–21, but the changes did not become visible on the Central Election Commission’s website until September 22 - a full day and a half later. He expressed disbelief at the delay, questioning why it took that long when it only takes five minutes to publish a tally sheet normally.

Election analyst Boris Ovchinnikov also commented on the situation, suggesting that ballots were being manipulated to favor United Russia. Ovchinnikov claimed that during the vote count, ballots were moved into United Russia's pile, but this was likely just the beginning. He believes that most tally sheets with turnout rates above 75-85% but below 100% were filled out without any link to the actual ballot count.

This could explain the repeated percentages at different polling stations within the same territorial election commission, as well as other inconsistencies. According to estimates by Novaya Gazeta Europe and iStories, United Russia would have likely received only 34-35% of the vote in the State Duma elections without such fraud.

The Central Election Commission reported that United Russia won nearly 58% of the vote, securing its largest-ever faction in the State Duma.
