AI data center boom hits growing resistance as $68 billion in US projects are blocked or delayed

Data center developers in the United States are facing increasing opposition as they attempt to expand capacity for AI workloads. Projects valued at $68 billion were blocked or delayed during the second quarter, representing over half of the large-scale data center developments tracked by Data Center Watch, a research initiative.

The disputes stem from the substantial power, water, and land demands of AI infrastructure, as well as the need for new utility upgrades. Local communities are increasingly scrutinizing these demands, with 843 groups opposing development across 49 states. The issue has even led to state-level measures and legislation, with 30 statehouses introducing or adopting related measures.

Despite a slight decrease from the first quarter's projected $130 billion, the opposition is affecting a significant portion of proposed developments. Companies such as Amazon, Meta, Microsoft, and Alphabet are building more data centers to support AI needs, but their plans, particularly those involving natural gas generation and major utility infrastructure, are attracting further scrutiny.

Online campaigns have also grown, with one Tennessee project facing over 500,000 signatures on Change.org. While the United States has been a leader in this trend, opposition is now becoming a global issue as data center development expands worldwide.
