Kenya: Matiang'i Demands Full Disclosure of G-to-G Oil Deal After Museveni Remarks

Kisii Senator Richard Onyonka has urged the Senate and National Assembly energy committees to thoroughly investigate Kenya's Government-to-Government (G-to-G) petroleum arrangement and provide clarity to Kenyans regarding the deal's workings and financial implications. During a breakfast show on a local television station on September 21, 2026, Onyonka commented on Uganda President Yoweri Museveni's claim that a former Kenyan senator, Cyrus Jirongo, alerted him to the use of middlemen in Uganda's petroleum procurement around 2019.

Museveni subsequently tasked Uganda's Energy Minister Irene Muloni with addressing the issue. Onyonka emphasized that it is the responsibility of the Energy Committees in the Senate and National Assembly to establish the facts surrounding the petroleum trade. He called for a special meeting to explain to Kenyans whether an agreement exists, the prices they pay for fuel, and the composition of the involved companies.

Onyonka stated that he believes Museveni's claims are accurate and does not doubt his account. The Ugandan president revealed that Uganda switched to an arrangement with Vitol in 2023, securing lower prices for petroleum products. Kenya's Energy Cabinet Secretary Opiyo Wandayi dismissed allegations of irregularities, stating that the 2023 deal involved international oil companies supplying refined petroleum products on 180-day credit terms, with licensed Kenyan companies managing local supply logistics.

Onyonka questioned the potential link between Museveni's revelation about Jirongo and the circumstances of the senator's death in a road accident in December 2025. Preliminary investigations treated the incident as a road traffic accident, with no evidence of foul play reported. Onyonka acknowledged that the timing and circumstances warrant scrutiny and hesitated to make assumptions but acknowledged the possibility of a connection.

Earlier, he had shared concerns about the G-to-G arrangement based on conversations with individuals working at the Kenya National Oil Corporation, arguing that Parliament should examine the procurement structure and involved companies instead of allowing the matter to remain a political debate.
